Within the second phase, a management plan defined 4 tourism clusters as logical tourism-experiential areas, following by tourism products prioritization for each of the clusters. Given the national level legislature on tourism boards’ marketing activities, plan defines the distribution of responsibilities for communication and product development between the regional tourist board and the City of Dubrovnik Tourist Board. Furthermore, planed proposed a formal association of tourist boards based on the defined system of tourism clusters.
